Project Description:

The NYSDEC has prepared a draft permit and has made a tentative determination to issue to JENLOR Energy, LLC an Air State Facility permit authorizing the operation of a new wood pellet manufacturing plant located in Cortland, NY that consists of a trailer tipper/hopper, dry silo, three feed bins, screener, four hammer mills, gas fired rotary dryer, pellet mills, pellet cooler, and pellet bagger. Air pollution control devices at the facility include: Bag house on trailer tipper/hopper; Four cyclones on the four hammer mills; Cyclone on the rotary dryer; and a Multi-clone on the pellet cooler. The facility is subject to coverage under 6 NYCRR Part 212 - Process Operations. Per 6 NYCRR Part 212, the facility has emission limits for PM (particulate matter), Opacity and HTAC's (high toxicity air contaminants). The Air State Facility permit application has shown 3 HATC's in excess of annual mass emission thresholds as stated in Part 212. The Permit contains conditions for the facility to maintain compliance for these contaminants. The Department has capped the emission of VOC (volatile organic compounds) and CO (carbon monoxide) below the major source thresholds.

Project Description:

The applicant proposes to install approximately 200 linear feet of limestone rip rap along Chittenango Creek, a Class C(T) stream, in order to stabilize an eroded portion of Chittenango Creekwalk. Applicant also proposes to remove deposition that is upstream of the eroded bank in order to open up the stream channel to pre-flash flooding flow conditions.
