Project Description:

The project sponsor proposes 7,000 square feet of physical disturbance to bed and banks of Rockland Lake [Water Index No. NJ-1-13-P 985, Class B], located approximately 800 feet South of the parking lot, and associated with the installation of a 200 foot irrigation intake pipe and pumping equipment. The project sponsor also proposes 2,100 cubic yards of dredging associated with the restoration of the irrigation pond and forebay areas which are US Army Corp of Engineers wetlands. Thirdly, the project sponsor proposes to bore under two US Army Corp of Engineers wetland swales as part of the installation of 30,000 linear feet of piping needed to restore irrigation system function to the golf course. The overall project disturbance is 0.56 acres. Additional activities include the installation of a gravel access drive with parking and a new main irrigation line requiring the cutting of 20 trees.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

The applicant proposes to disturb approximately 0.03 acres of Freshwater Wetland WO-12 (Class 2) to remove up to 120 cubic yards of sediment and install a beaver exclusion device (beaver deceiver). The project is located on 15 Tabaczynski Road in the Village of Woodridge, Sullivan County.
