Negative Declaration

Onondaga County - The Syracuse Joint Schools Construction Board, as lead agency, has determined that the proposed Fowler High School Improvements will not have a significant adverse environmental impact. The action involves the development of a plan by the Syracuse Joint Schools Construction Board for improvements to Fowler High School located at 227 Magnolia Street in the City of Syracuse, New York. Activities include interior and exterior building improvements and extensive site work (including the installation of various athletic facilities and associated improvements such as a track and field, lighting, bleachers, press box, scoreboard, a concession/storage/restroom/team room building, tennis courts, practice field, baseball field, dugouts, fencing, retaining wall, backstop, and drone dome). In addition, the project involves the installation of landscaping, site utilities, and stormwater management. The purpose of the project is to provide Fowler High School with a standard of amenities consistent with its peer schools.

Oswego County - The Sandy Creek Regional Planning Board, as lead agency, has determined that the proposed Howland Solar LLC will not have a significant adverse environmental impact. The action involves the construction of two MW Community Solar Energy Facility to use approximately 20 acres of a 43 to 44 acre parcel. Rows of photovoltaic cell panels will be mounted on posts set in the ground. The anticipated power output is approximately 3.6 million kilowatt hours annually, enough to power approximately 500 single family homes. The project will operate under the Community Distributed Generation Project as established by the New York State Public Service Commission. The project is located at 5930 South Main Street in the Village
of Sandy Creek, New York.

Tioga County - The Candor Central School Board of Education, as lead agency, has determined that the proposed Candor Central School Solar Energy Project will not have a significant adverse environmental impact. The Candor Central School District Board of Education seeks to offset its energy cost and reduce its overall carbon footprint by cooperatively
constructing an approximately 1.1 megawatt (dc) ground-mounted solar array on the current Bus Garage property, located off Spencer Road in Candor, New York.

The Project will consist of the following work:

  • Installation of permanent perimeter fence to secure site;
  • Installation of ground-mounted solar panels and related pad-mounted, electric infrastructure in open field area near Spencer Road;
  • Overhead connection to existing power distribution network on Spencer Road;
  • Installation of evergreen landscape screening.

These actions are proposed in order to reduce the School District's operating cost and carbon foot print.

Tioga County - The Town of Owego Town Board, as lead agency, has determined that the proposed Adoption of local Law#2-2017 will not have a significant adverse environmental impact. The action involves an amendment to Town of Owego Zoning Section 12542 regarding Signs. The project is located throughout the Town of Owego, New York.
