Notice of Acceptance of Draft EIS and Public Hearing

New York County (Manhattan) - The New York City Planning Commission, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed East Harlem Rezoning. A public hearing on the Draft EIS will be held on August 23, 2017 at 10:00 a.m. at Spector Hall, New York City Department of City Planning, 22 Reade Street, New York, NY 10007. Written comments on the Draft EIS will be accepted until September 5, 2017. The Draft EIS is available from the New York City Department of City Planning, Environmental Assessment and Review Division, 120 Broadway, 31st Floor, New York, NY 10271-3100 and on line at: http://www1.nyc.gov/site/planning/applicants/eis-documents.page.

The action involves a proposal by the New York City Department of City Planning (NYC DCP), together with the New York City Department of Housing Preservation and Development (NYC HPD), for a series of land use actions, including zoning map amendments, zoning text amendments, and amendments to the Milbank Frawley Circle-East Urban Renewal Plan (Proposed Actions). The Proposed Actions are intended to facilitate the development of affordable housing, preserve existing neighborhood character, improve the pedestrian experience, and create new commercial and manufacturing space to support job creation adjacent to existing and future transit nodes. The Proposed Actions would affect an approximately 96 block area of the East Harlem neighborhood of Manhattan. In addition to the Proposed Actions, the Draft EIS considers a series of actions needed to facilitate an NYC HPD sponsored affordable housing development. The affected property is bounded by East 111th Street, Madison Avenue, East 112th Street, and Park Avenue (Sendero Verde Site) the East Harlem neighborhood of Manhattan, New York. The land use actions necessary to facilitate the development of the Sendero Verde Site include a zoning map amendment, zoning text amendment, Urban Development Action Area Project (UDAAP) designation, disposition of City owned property, acquisition of a portion of the disposition area by the City, a large-scale general development (LSGD) special permit, and a New York City Planning Commission certification to waive retail continuity requirements. The analysis year for the environmental review is 2027.
