Project Description:

The New York State Office of General Services (OGS) has applied for renewal of its Water Withdrawal Permit for the Empire State Plaza Central Air Conditioning Plant (plant).

The renewed permit is for the existing, ongoing withdrawal of 92 million gallons per day of non-contact cooling\ water from the Hudson River at the Riverfront Pumping Station (pumping station) on Quay Street. River water is pumped from the pumping station intake system to the plant to cool the chiller condensers, where it absorbs heat from the refrigeration process. The water is used for cooling the Empire State Plaza, Times Union Center Arena and the State University Administration Building. The cooling system has been in operation since construction of the Empire State Plaza in the mid-1960s. No changes in current operations are proposed. The Department issued the system's first Water Withdrawal Permit in August 2014.

The applicant proposes to conduct a streambank stabilization project on the Little Delaware River to control erosion that is endangering the Town Highway Garage and community septic field. The project consists of installing approximately 760' of rock rip rap, 3 constructed hardened riffles to protect from downcutting, 1 glide protection structure to hold pool elevation, and 860' of brush layering to provide shade and stability. The project is located at County Highway 6 approximately 1.6 miles from SR 28/CH 6 intersection.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Town of Rotterdam has requested a new Water Withdrawal permit and proposes to install a fifth well at its wellfield with a maximum new capacity of 3,000 gallons per minute. The additional capacity will provide a reserve for emergencies and redundancy to the Town's water system. Total available water withdrawal capacity will be 10,000,000 gallons per day. This permit also reflects a consolidation of the Town's previous Water Supply Permits including Water District #3, Consolidated Water District #5, and various district extensions.
