Negative Declaration

Queens County (Queens) - The New York Transportation Development Corporation, as lead agency, has determined that the proposed East Side Reconfiguration at LaGuardia Airport will not have a significant adverse environmental impact. The action involves the reconfiguration of the airside apron associated with LaGuardia Airport's Terminals C and D in the Borough of Queens, New York. The proposed project also includes construction of a new terminal building, expansion of the East Garage and construction of a new electrical substation. The Proposed Action is needed to improve aircraft operations, reduce delays, improve customer service, and provide greater gating flexibility for the airlines operating at Terminals C and D. The Proposed Action would not cause an increase in aircraft operations or increase in aircraft size beyond current forecasts, nor would it result in the acquisition of any additional property.

The Proposed Action would be constructed in phases over approximately nine years, maintaining full operational capabilities throughout. Temporary facilities, such as building spaces, enclosed walkways, roads and utilities, would be constructed as needed in order to maintain safe and secure airport and airline operations. The Proposed Action is anticipated to begin construction this summer and be substantially completed by 2024, with internal finishing activities taking until 2026 to complete.

The New York Transportation Development Corporation intends to assist in financing the Proposed Action.
