Project Description:

Phase 4 of the Herkimer Hydraulic Canal Drainage Improvement Project. Installation of 1200 linear feet of 103" by 71" elliptical aluminum coated corrugated metal pipe. The pipe will extend from approximately 300 feet southeast of Eastern Avenue to East Steele Street. A minimum of 12 inches of #1 stone pipe bedding will be used. The trench will be back filled with #4 crushed stone. A minimum of 4 inches of topsoil will be placed on top and seeded. The top of the pipe will be a minimum of 16 inches below the finished surface.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY-0006548), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Strategy (EBPS). This modification will also serve to renew the SPDES permit.

The approved application is for the discharge of a varying amount of groundwater from basement sump pumps through outfall 006 to the NYS Barge Canal, a Class C waterbody, from the applicants facility located in the City of Rome, Oneida County, New York.

Changes to the existing permit include: Outfall 004 to Wood Creek has been removed as the discharge of non-contact cooling water blowdown has been re-directed to the municipal sanitary sewer system where it is treated at the municipal wastewater treatment plant; Effluent limits and monitoring requirements for pollutants associated with process wastewater have been removed as the process wastewater is now discharged to the municipal system for treatment; Monitoring for vinyl chloride has been added; Flow monitoring requirements have been revised; Facility contact information has been updated; Permit pages have been revised to reflect current DEC format, nomenclature, and the most recent general conditions. Project Description:

The applicant proposes to renew a 22 acre life-of-mine sand and gravel mine. The project site is part of a 125.4 acre parcel of land owned by Charles Bullock and a 112.6 acre parcel owned by William Bullock Jr. The site is located southeast of County Route 24, approximately 300 feet from the intersection of Campbell Road and County Route 24, approximately 2 miles northeast of the Village of Edwards in the Town of Edwards. The mine is intended to operate as a traditional surface extraction of the Waddington gravelly sandy loam which is the predominate soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 450,000 cubic yards of aggregate sand and gravel over the estimated 20 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-22 acre of revegetated land suitable for open space. Reclamation will include the replacement of stockpiled topsoil/subsoil, and re-seeding with an approved USDA SCS seed mixture.
