The applicant proposes to reconstruct 50 feet of existing bulkhead in place and one foot higher in elevation and install 15 feet of new bulkheading with a 16 foot return. The applicant also proposes to dredge no further than 10 feet seaward of the existing bulkhead to a depth of 3 feet below mean low water, and place 20 cubic yards of dredge material plus 15 cubic yards clean fill behind the bulkhead as backfill. Construction of the new bulkhead and return and placement of fill landward of this section of bulkhead will result in the loss of approximately 120 square feet of tidal wetlands known as shoals and mudflats/littoral zone (SM/LZ). The project is located at 855 Arctic Street, Lindenhurst, Town of Babylon, Suffolk County, SCTM# 0103-25-1-73.1 & 74.

The Department has made a tentative determination to approve this application to modify an existing permit for the discharge of treated sanitary wastewater to groundwater from the applicant's facility located at Sound Avenue and Hulse Landing, Riverhead. The applicant plans to add seven (7) new outfalls (020-026) for the sanitary discharge coming from the proposed new cabins. Outfalls 020,022,024,026 are designed for 300 gallons per day and 021, 023, and 025 for 600 gallons per day. Outfall 019 is also reflected in the modified application D form with a discharge of 0 gallons per day. This outfall receives discharge from the previously approved urine tanks which discharge into a holding tank where the waste is hauled.

The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas located within a 3‑mile radius of the applicant's facility: Riverhead Water District, Suffolk County Water Authority.
