Notice for Public Input on the Onondaga Unit Management Plan for Camillus Forest and Split Rock Unique Areas

The New York State Department of Environmental Conservation (NYS DEC) is beginning the Unit Management Plan (UMP) process for 384 acres including the Camillus and Split Rock Unique Areas in the Towns of Camillus and Onondaga in Onondaga County, New York. This UMP will assess the natural and recreational resources of these areas and provide a foundation for the development of long term management goals, objectives, and actions.

Public participation is a very important part of creating the UMP and NYS DEC is soliciting public input and ideas as the plan is developed. The public is invited to share their ideas about plan development during the comment period which runs from August 10, 2017 through October 10, 2017. The public is invited to provide feedback in a number of ways including:

In person at a public comment session scheduled for: August 10, 2017 from 6:30 p.m. to 8:30 p.m. at the Camillus Town Office located at 4600 West Genesee Street, Syracuse, NY 13219. NYS DEC Forestry staff will provide a brief presentation on the Unit Management Plan process and background of the Unit. Following the presentation, NYS DEC Forestry staff be available on an informal basis to meet and receive comments or ideas for the draft Unit Management Plan.

The public is encouraged to provide input for the development of the draft plan during the comment period. Following the completion of the comment period, NYS DEC will begin developing a draft UMP. Once completed, the draft Onondaga UMP will be available for review and a public comment period on the draft plan will be scheduled.

Negative Declaration

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of a Habitat Management Plan (HMP) for Pharsalia Wildlife Management Area (WMA) will not have a significant adverse environmental impact. The action involves the adoption of a HMP for Pharsalia WMA and implementation of the first timber harvest project to benefit wildlife species and habitat diversity within the WMA. The need is part of the Young Forest Initiative (YFI) and to reach the goal of the strategic plan (10% of forested area of WMA in young forest within ten years for perpetuity) to enhance habitat for species that require young forests. The purpose is to create habitat that is more diverse to increase health, diversity, and abundance of species dependent on young forest habitat. See the Pharsalia WMA HMP for additional information. Adoption of such a plan, and clearcutting/herbicide treatment of more than 2.5 contiguous acres of WMA are Type I actions under SEQR.

The first timber harvest project includes clearcutting 115 acres (forest stand B36) to create young forest habitat by allowing young trees to grow. Herbicide will be utilized to control interfering and invasive vegetation to allow desirable tree species to regenerate.

The Pharsalia WMA is located in the Towns of Otselic and Pharsalia, New York.

Onondaga County - The Town of Van Buren Planning Board, as lead agency, has determined that the proposed Forefront Power, LLC - Site Plan will not have a significant adverse environmental impact. The action involves an application by Forefront Power, LLC for special use permit and site plan approval to locate a ground-mounted photovoltaic (PV) solar energy generating facility on property zoned AR-80, situated at 1299 Kingdom Road in the Town of Van Buren, New York. As proposed, the solar facility will be situated on 11.83 acres of a larger 74 acre parcel. The PV panels will be placed on a racking system either pile-driven into or screw-mounted onto the ground surface. The solar panels will be directly interconnected to, and provide energy into, National Grid's local electric distribution grid via either underground or overhead electrical service.

The solar panels will be directly interconnected to, and provide energy into, National Grid's local electric distribution grid via either underground or overhead electrical service.
