Negative Declaration

Orange and Rockland Counties - The New York State Office of Parks, Recreation and Historic Preservation and the Palisades Interstate Park Commission (PIPC), as lead agency, has determined that the proposed Wastewater Treatment System Replacement at Harriman Group Camps will not have a significant adverse environmental impact. The action involves the construction of new on-site wastewater treatment systems at 3 separate group campsites within Harriman State Park. Phase 1 consists of existing group camps at 3 separate lake locations. Lake Kanawauke (western side), Lake Stahahe and Upper Twin Lake. Phase 2 consists of existing group camps on the eastern side of Lake Kanawauke. The existing systems do not meet current health regulations. The wastewater treatment system improvements consist primarily of the decommissioning of existing cesspools and constructing new onsite wastewater treatment systems. Other improvements will include water service relocations and electrical service connections to power the pump stations. The project is located in the Harriman State Park in the Towns of Highlands, Stony Point, Tompkins Cove, Monroe, Harriman, Tuxedo and Sloatsburg, New York.

Rockland County - The Town of Haverstraw Town Board, as lead agency, has determined that the proposed Local Law Creating the Route 202 Overlay Zone will not have a significant adverse environmental impact. The action involves the adoption of a proposed local law to enact zoning criteria and amendments to the Zoning Law, as amended, of the Town of Haverstraw to create an overlay zone along Route 202 in the Town of Haverstraw that would allow application of the overlay zone to properties with frontage along Route 202 that meet certain criteria. The proposed local law which amends the Town of Haverstraw zoning ordinance includes newly permitted uses, definitions, bulk requirements and procedures for applications. The project is located along Route 202 in the Town of Haverstraw, New York.

Ulster County - The City of Kingston Planning Board, as lead agency, has determined that the proposed Irish Cultural Center of Hudson Valley, Inc. will not have a significant adverse environmental impact. The action involves the construction of a 16,213 square foot cultural center located in the Rondout Historic District of Kingston, New York. The proposed building consists of 3 levels built into an existing hillside. The site plan also includes associated site improvements: lighting, landscaping, parking, and stormwater retention. The project is located at 32 Abeel Street in the City of Kingston, New York.

Notice of Acceptance of Draft GEIS and Public Hearing

Ulster County - The Town of Marlborough, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Town of Marlborough Comprehensive Plan and Local Waterfront Revitalization Program (LWRP). A public hearing on the Draft GEIS will be held on August 14, 2017 at 7:00 p.m. at the Town of Marlborough Courtroom, 21 Milton Turnpike, Milton, NY 12547. Written comments on the Draft GEIS will be accepted until September 5, 2017. The Draft GEIS is available from the Town of Marlborough, 21 Milton Turnpike, Suite 200, Milton, NY 12547 and on line at: http://www.townofmarlboroughny.org.

The action involves a proposal by the Town of Marlborough to update the existing comprehensive plan and to adopt a Local Waterfront Revitalization Program (LWRP). Once the LWRP is adopted by the town and accepted by New York State, the town will implement the LWRP with the adoption of local consistency law and harbor management law. The project is located throughout the Town of Marlborough, New York.

Notice of Acceptance of Final EIS

Ulster County - The Town of Marlborough, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Bayside Mixed Use Development. The Final EIS is available from the Town of Marlborough, 21 Milton Turnpike, Suite 200, Milton, NY 12547 and on line at: http://www.townofmarlboroughny.org.

The action involves an attached multi-family residential and commercial development for real property owned by Bayside Construction, LLC situated on the west side of NYS Route 9W just north of the Marlboro Middle School and on Purdy Avenue in the Town of Marlborough, New York. The Bayside Development includes 104 residential units consisting of 84 2-bedroom units and 20 3-bedroom units for a total of 228 bedrooms. The units shall be apartments. Parking for 266 spaces and 12,600 of commercial space is included.
