Project Description:

The Department has made a tentative determination to approve this application to reissue an industrial SPDES permit (#NY 0260347), which had been allowed to expire, for an existing surface discharge of up to 66,000 gallons per day (gpd) of treated stormwater to the Ramapo River, Class A(T), from the SOS Fuel Company's petroleum bulk storage facility. Stormwater collected at the facility from the storage yard/containment basin/tank farm area (Outfall 001), along with water from tank testing (Outfall 001A), is proposed to be treated via oil-water separator prior to discharge. The draft SPDES permit contains new requirements for flow monitoring and development of a Best Management Practices (BMP) plan to prevent and/or minimize the potential release of pollutants to waters of the state. The project is located on the south side of Old Village Road in the Village of Tuxedo Park. A draft permit is available for inspection and comment at the regional office.

The applicant proposes to fill a portion of Freshwater Wetland GA-1 (Class 2) and its 100 foot adjacent area to construct the Mohonk Foothills Trail, including footpaths, elevated timber walkways, a bird blind, an information kiosk, parking areas, and expansion of an existing driveway in the vicinity of the Testimonial Gateway. Activities proposed within the wetland and adjacent area include clearing, filling, grading, and restoring disturbed areas. The total area of disturbance to the wetland is 0.16 acres; the total area of disturbance to the adjacent area is 0.43 acres. The project is located on two separate parcels on the northern side of NYS Route 299 in the Town of New Paltz.

Project Description:

The New York City Department of Environmental Protection (NYCDEP) will be shutting down the Catskill Aqueduct for repairs leaving the Town and Village of New Paltz with insufficient water supply. In order to address this deficiency, the Town of New Paltz is proposing a Backup Water Supply project. The Backup Water Supply project involves increasing the capacity at two of the New Paltz Reservoirs (#1 and #4) by dredging accumulated sediment and the installation of flashboards at Reservoir #4. On Brickner Lane, a new backup well/pump station and water treatment building is proposed (Plains Road Well House) for additional water supply. In addition, a new Water District (District #5) will be created to cover all 7,300 residents within the Town and Village that will need to be supplied using the backup water system.
