Negative Declaration

Jefferson County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Expansion of Mining Operations Mined Land Reclamation Permit Application by Meeks Trucking and Plowing will not have a significant adverse environmental impact. The applicant proposes to expand the existing sand and gravel mine operation to include additional 3.28 acres of land to the currently approved 12.0 acre life of mine. The proposed expansion is within 80.5 acres parcel of land owned by the applicant. The project site is located 2,500 feet west off of County Route 46 (River Road), immediately south of the Town/Village of Theresa line, in the Town of Theresa, New York. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 6,000 tons per year of sand and gravel over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed run-of-bank, or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons per hour (TPH). Final reclamation will restore the site to a 3 ± acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine expansion area is 3.28 (LOM) acres.

The proposed mine expansion is westerly on the railroad property and the west side of the existing mine limits. The proposed expansion area is nearly level, excessively drained terrain. Mining was originally permitted here beginning in 1992 and has continued ever since.

Jefferson County - The Sackets Harbor Planning Board, as lead agency, has determined that the proposed Repair, Rebuild and Expansion of Porches will not have a significant adverse environmental impact.

The action involves a proposal by the Applicant for a Site Plan Review for the repair and expansion of side porch and wrap around to front porch. The project is located in the Village Residential, the Historic Overlay and National Register Districts and therefore requires Site Plan Review under the Zoning Law of the Village of Sackets Harbor. The project is located at 211 East Main Street in Sackets Harbor, New York.

The project is located in the Village of Sackets Harbor Core, the Historic Overlay and National Register Districts and therefore requires Site Plan Review under the Zoning Law of the Village of Sackets Harbor. The project is located at 211 East Main Street in Sackets Harbor, New York.

The action involves a proposal by the Applicant for a Site Plan Review to install a 1,000 gallon portable/seasonal fuel tank and retail fuel pump to the Madison Barracks marina. The project is located in the Madison Barracks Planned Development District (PDD), the Historic Overlay and National Register Districts and therefore requires Site Plan Review under the Zoning Law of the Village of Sackets Harbor. The project is located at 211 East Main Street in Sackets Harbor, New York.
