Project Title: Hamilton County Public Safety Radio - East Mountain Tower

Project Location: East Mountain on Elm Lake Road in the Village of Speculator, New York.

Project Description: Construction of a 75 foot tall self-supporting lattice tower at 2,738 ± feet above mean sea level on the summit of East Mountain as part of Hamilton County's public safety radio system. Five antennas, for emergency communications, will be mounted to the tower: three 20 foot tall VHF - high band dipole antennas extending above the tower to an overall height of 93 feet above ground level and two 6 foot diameter white microwave dish antennas with radome mounted on tower legs at 61 foot and 71 foot tower elevations. A 10 foot x 10 foot utility building and 4 solar arrays (with 30 photovoltaic panels in total) will be installed near the tower's base. Access to the site is across a 1.3 ± mile access drive from Elm Lake Road, consisting of an existing access road (for 623 feet), then a skidder road (for 3,877 feet), and lastly a new 8 foot wide road, total length 2,553 feet.

Project Title: Hamilton County Public Safety Radio - Lake Pleasant Tower

Project Location: South Shore Road in the Town of Lake Pleasant, New York.

Project Description: Construction of an 80 foot tall self-supporting lattice tower adjacent to Hamilton County Municipal Buildings as part of Hamilton County's public safety radio system. Eight antennas, for emergency communications, will be mounted to the tower: six 20 foot tall VHF - high band dipole antennas extending above the tower to an overall height of 98 feet above ground level, and one 6 foot diameter white microwave dish antenna with radome mounted at the 72 foot tower elevation, and one 3 foot diameter white microwave dish antenna with radome mounted at the 45 foot tower elevation. No new access or utility buildings are proposed. Upon completion of the project, two existing towers (65 feet and 75 feet tall) will be removed from the project site.

Lake George Park Commission Notice of Public Hearing

Project Location: 2599 State Route 9L in the Town of Queensbury, New York.

Project Description: Application for a Class A Marina to store up to 5 vessels in a 3600 square foot building proposed to be constructed located on the applicant's residential property presently improved with a multi-family dwelling.

Notice of Complete Application: The application was noticed to the neighbors on January 27, 2017. However, the application was not deemed complete as the Lake George Park Commission has not made a decision under SEQRA for the entire project. The Lake George Park Staff prepared a draft negative declaration for the project.

Lake George Park Commission Position: On May 23, 2017, the Lake George Park Commission failed to approve application # 5234-3-17 on the grounds that the applicant had not demonstrated the necessary requirements for a marina. On May 26, 2017, the Lake George Park Commission served a notice of intent to deny the application on the applicant. On May 31, 2017, the applicant sent the Lake George Park Commission a written request for hearing.

State Environmental Quality Review Act (SEQRA) Determination: The project is an Unlisted Action.

Public Hearing and Issues Conference: A legislative hearing will be held to receive unsworn statements from the public on August 21, 2017 at 10:00 a.m. at the Lake George Village Hall Board Room, located at 26 Old Post Road, Lake George, New York. All persons, organizations, corporations or government agencies that may be affected by the proposed project are invited to attend the legislative hearing and to submit oral comments. No prior filing is required to participate. However, the Administrative Law Judge may restrict the time available to 5 minutes for each person, to ensure that all persons will have an opportunity to be heard. It is recommended that lengthy comments be submitted in writing at the hearing. Written comments regarding this application may also be filed with the New York State Department of Environmental Conservation (NYS DEC) Office of Hearings and Mediation Services at the address indicated below by no later than August 21, 2017. Equal weight will be given to both oral and written comments. The hearing location is fully accessible to persons with a mobility impairment. Interpreter services shall be made available to deaf persons, at no charge, upon written request to the Administrative Law Judge identified below, at least ten (10) business days prior to the hearing.

Issues Conference: Pursuant to § 645-6.6 of Title 6 of the New York Compilation of Codes, Rules and Regulations (6 NYCRR), a pre-adjudicatory issues conference will be held on August 21, 2017 immediately following the legislative hearing at Lake George Village Hall, Lake George, New York. The purpose of the issues conference is to define, narrow and if possible, resolve proposed adjudicable issues concerning the action which is being proposed. The issues conference may be canceled if no petitions for party status are timely filed.

Filing for Party Status: Party status to participate at the adjudicatory hearing will be afforded only to those persons who file a written petition requesting party status, pursuant to 6 NYCRR § 645-6.4(b). Negative Declaration

Saratoga County - The City of Saratoga Springs City Council, as lead agency, has determined that the proposed Geyser Road Multi-Use Path, Geyser Road at Cady Hill Road Signal Improvements, Geyser Road at NYS Route 50 Intersection Improvements will not have a significant adverse environmental impact. This project consists of providing a separate multi-use path along the north side of Geyser Road from the Town of Milton/City of Saratoga Springs line to the intersection with NYS Route 50. The Geyser Road/Cady Hill Road signal improvements consists of providing new pedestrian crossing. The Geyser Road/NYS Route 50 intersection improvements consists of widening the Geyser Road approach to accommodate a left turn lane and providing new pedestrian crossings. The project is located within the City of Saratoga Springs, NY along Geyser Road (CR 43) initiating at the Milton town line and ending at the intersection of Geyser Road and NYS Route 50.

Notice of Acceptance of Draft GEIS and Public Hearing

Saratoga County - The Town of Waterford, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Adoption of the Town of Waterford Comprehensive Plan. A public hearing on the Draft GEIS will be held on August 1, 2017 at 6 p.m. at the Town Hall, 65 Broad Street, Waterford, NY. Comments on the Draft GEIS are requested and will be accepted by the contact person until August 14, 2017. The Draft GEIS is available from the contact listed below and on line at: http://www.town.waterford.ny.us/.

The project involves the adoption of an update of the Town of Waterford's Comprehensive Plan. The draft plan includes documentation on the current resources in the Town of Waterford and establishes a vision, goals and recommendations to guide development in the future. This plan was developed pursuant to Town Law 272-a. The draft plan was developed with significant public input gathered through public visioning workshops, public comment, and steering committee meetings. The plan includes a detailed description and mapping of environmental resources and identifies the issues, opportunities and challenges facing each. Once adopted, the plan will guide zoning law updates, economic development programs, parks and recreation enhancements, historic preservation initiatives, waterfront protections, and Local Waterfront Revitalization Program (LWRP) programs designed to enhance quality of life in the Town of Waterford, promote appropriate growth, and ensure a high quality of life for all residents. The project covers the entire township of Waterford, New York.

Notice of Acceptance of Final SGEIS

Saratoga County - The Town of Malta Town Board, as lead agency, has accepted a Final Supplemental Generic Environmental Impact Statement on the proposed Town Wide Comprehensive Master Plan. A hard copy of the Final SGEIS is available from the Town of Malta Town Clerk Office, 2540 Route 9, Malta, NY 12020 and on line at: www.malta-town.org.

The action involves an amendment of the Statement of Findings of the Town of Malta Final SGEIS on the Town wide Comprehensive Master Plan which was originally enacted on January 9, 2017 and was revised by the Lead Agency, the Town of Malta Town Board, on June 19, 2017 to correct an inconsistency between information noted in the Town wide Final SGEIS and the Statement of Findings. The project is located in entire Town of Malta, NY.
