Project Description:

The applicant proposes to install an Oleophilic Bio Barrier (OBB) along the shoreline of the Class C Hudson River as part of an ongoing remediation project. An existing smaller scale pilot OBB shall be decommissioned and replaced with a new OBB in an area measuring approximately 195' x 20'. Installation is proposed to occur during low tide conditions and consists of the excavation of a 1.5' deep trench key surrounding the perimeter of the proposed OBB, and installing earth anchors; installing OBB components on top of the sediment surface; and installing a stone filled marine mattress over the OBB as an armor layer. Marine mattress sections (40 total) are proposed to measure 20' x 5' x 1'. A turbidity curtain and oil absorbent booms are proposed to be used to contain turbidity & sheen during OBB installation.

Project Description:

The applicant proposes to repair approximately 3500 feet of seawall within the Class C Hudson River. Three repair methods are proposed for sections of the wall: 1. grouting and filling of voids; 2. the installation of pre-cast concrete panels in front of the existing wall and tied back into the existing wall and bedrock; and 3. drilling shafts into the bedrock, fastening steel plates to the shafts, and filling voids between the existing wall and the plates. Construction is proposed to be completed using barges.
