Public Meeting and Public Comment Period

Draft Ontario Plains Unit Management Plan

The public is invited to attend a public meeting and comment on the Draft Unit Management Plan (UMP) which will guide management of the Ontario Plains Unit for the next ten years. The meeting will be held Thursday, July 27, 2017 at 7:00 p.m. at the Dulles State Office Building, 317 Washington Street, Watertown, New York. Written comments will be accepted until August 30, 2017. Those unable to attend the meeting may submit comments by mail to the contact listed below or by e-mail to the address listed below.

The Ontario Plains Management Unit consists of the following units in Jefferson County: Henderson Shores Unique Area, 894 acres, in the Town of Henderson; Coyote Flats State Forest, 533 acres, in the Towns of Le Ray and Theresa; and Pulpit Rock State Forest,1,603 acres, in the Town of Antwerp. The three State land parcels covered by the Ontario Plains Management Plan offer many recreational opportunities including hunting, hiking, bird watching, fishing, boating and limited all-terrain vehicle (ATV) access for persons with mobility impairments. Proposed actions related to existing recreational facilities and opportunities in the plan include: conversion of 0.5 of a mile of a haul road into an ATV access route for people with qualifying disabilities along with maintaining 1.0 mile of existing access routes; installation of a gate and new parking area; installation of a parking area and to designate approximately 1.5 miles of a new foot trail.

St. Lawrence Foothills Unit Management Plan

The New York State Department of Environmental Conservation (NYS DEC) will accept public input on the St; Lawrence Foothills Draft Unit Management Plan (UMP) at an open house on July 25, 2017 from 6:00 p.m. to 8:30 p.m., at the Potsdam Central High School Auditorium, 29 Leroy St, Potsdam, NY 13676. All comments must be received by August 25, 2017.

The St. Lawrence Foothills UMP includes 16,491 acres on thirteen state forests, including: Catherineville, Crary Mills, Degrasse, Downerville, Glenmeal, High Flats, Orebed Creek, Silver Hill, Snow Bowl, Taylor Creek, West Parishville, Whippoorwill Corners, and Whiskey Flats. The first half hour of the evening will be an open session to exchange ideas with the public followed by a brief presentation on the Draft UMP at 6:30 p.m. The purpose of the meeting is to provide information to attendees about the Unit, discuss its past history and use, current ecology and current public use such as forest management practices and recreational use. NYS DEC is seeking the public's input in helping to establish short and long-range goals and objectives for management of the lands within the St. Lawrence Foothills Unit.

The New York State lands covered by the proposed plan currently offer many recreational opportunities including hiking, sightseeing, camping, fishing, hunting, trapping, mountain biking, canoeing, snowmobiling, snowshoeing, cross country skiing, and all-terrain vehicle (ATV) access for people with mobility impairments. Major improvements to existing recreational facilities proposed in the plan include: Installation of informational kiosks, upgrading of campsites, construction of five new lean-to's, construction of new recreational trails, rehabilitation of an existing horse trail system, upgrading two canoe launches, construction of new parking areas, installation of a new foot bridge across the Grass River and restoring two historical water holes.

The St. Lawrence Foothills UMP is located in the Towns of Colton, Hopkinton, Parishville, Potsdam, Pierrepont, and Russell, in St Lawrence County, New York.

Project Description: A new commercial use providing four sites for rent by no more than 10 individuals. Each site will consist of either a tent or camper trailer to be provided by the applicant. The sites will be served by an existing pit privy and outdoor shower and the installation of an additional pit privy and outdoor shower. Operation is planned seasonally May through October with quiet hours between 9:00 a.m. and 9:00 p.m.


Negative Declaration

Jefferson County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed NYS Route 3 (Arsenal Street) Bridge Replacement Project will not have a significant adverse environmental impact. The action involves the removal and replacement of the NYS Route 3 (Arsenal Street) bridge in the City of Watertown, New York, over the CSX Railroad and Cedar Street (BIN 1000500) to address safety and structural deficiencies associated with the existing bridge. The existing four (4) lanes of traffic and sidewalks will be maintained on the replacement bridge with the widening of the outermost lanes and sidewalks for bicycle traffic and pedestrians, respectively. The project involves only the bridge replacement and will alter no intersections. An on-site four-lane temporary bridge and highway approaches will carry traffic during construction from the intersection of Arsenal Street and North and South Meadow Streets to the intersection of Arsenal Street and Breen Avenue.
