Project Description:

The applicant proposes to reconstruct a portion of NYS Rte 190. This includes the replacement of 5 culverts with stream and/or wetland impacts, and a highway realignment which would fill a portion of an US Army Corps of Engineers (ACOE) regulated wetland. The project would permanently impact 0.48 acres, and temporarily impact 0.42 acres of ACOE wetlands. The wetland impacts would be mitigated by the creation of 0.754 acres of wetland, and enhancement of 1.106 acres of wetlands at NYSDEC regulated wetland B-28 in the Lake Alice Wildlife Management Area.

Project Description:

The applicant proposes a new 12.7 acre life-of-mine at the site of the previous Haselton mine, with an initial proposed affected area of 6.5 acres. Reclamation will be concurrent with mining. The estimated LOM is 25 years. The maximum depth of excavation is expected to be 32' and will be internally draining, with mining remaining a minimum of 5' above groundwater table. Use of on-site processing with portable motorized crushing and screening equipment is proposed. Mining will use a dump truck, front end loader, track backhoe, on-road haul trucks, a water truck, and one portable plant consisting of a dry crusher and screener. The proposed hours of operation are Mon-Fri 7:00 AM to 5:00 PM (6:00 AM trucks may idle), and Sat from 7:00 AM to 1:00 PM. The site will be reclaimed to native grasses. The mine is located off Bonneview Ave, 1.4 mi north of State Route 86, Town of Wilmington, Essex County. This project is also jurisdictional with the APA #2017-0049.

Project Description:

Construction of a 3,000 sq. ft. commercial office building on a previously disturbed parcel on the west side of Route 146, just south of Upper Newtown Road. Development of the site will result in the disturbance of +/- 0.12 acres of the regulated adjacent area of DEC Freshwater Wetland ME-14 (Class 3) associated with the construction of the office building and site grading. Stormwater runoff will be managed on-site using a porous pavement parking lot located outside of the wetland and adjacent area. The use of porous pavement will reduce the site's overall impact to the wetland by reducing the limits of disturbance and allowing stormwater infiltration into groundwater.
