Project Description:

The applicant proposes to extend the Village of Harriman Water District in order to serve potable water to a new out-of-district user, a proposed car dealership on a 6.4 acre site located in the Village of Woodbury. Approximately 850 gallons per day (gpd) of potable water will be supplied to the new commercial development from existing sources. A new 8" diameter iron water line approximately 850 feet long will be constructed to connect the proposed car dealership to an existing 12" diameter water main located within the right-of-way of Brookside Road West. The Village of Harriman is currently permitted to take up to 1.18 MGD from existing sources; no increase in taking is proposed. The project is located northeast of the intersection of Melody Lane and Brookside Drive West in the Village of Woodbury, Orange County.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY0030490) for the surface discharge of treated wastewater to the Wallkill River, a class B water.

The facility has a design flow of 1.2MGD, and discharges treated sewage through Outfall 001. Treatment consist of gravity settling, primary clarifiers, trickling filters, secondary clarifiers, and a chlorine contact tank. Sludge is digested aerobically, pressed via belt filter press, and then hauled off site by a private hauler.

DEC proposes to incorporate the following modifications to this permit: Permit limits, levels and monitoring pages were updated. New parameter limits and monitoring were added. Outfall 003 was removed, as well as the Special Conditions Section. The Mercury Minimization Program has been updated. The permit includes updated forms and the latest general conditions. The Department has made a tentative determination to approve this application for a new SPDES permit to allow a subsurface discharge (Outfall No. 1) of a maximum of 3,800 gallons per day (gpd), including 1,000 gpd of process wastewater and 2,800 gpd of domestic wastewater from the applicant's proposed brew pub. The proposed wastewater treatment system consists of three 2,500 gallon septic tanks for treating initial waste and four absorption fields utilizing Eljen units. The project is located at 10 Fence Road in the Town of Warwick, Orange County. A draft permit is available for inspection and comment at the regional office.
