Negative Declaration

Clinton County - The City of Plattsburgh, as lead agency, has determined that the proposed City of Plattsburgh Water Treatment Upgrades will not have a significant adverse environmental impact. The City of Plattsburgh owns and operates an expansive water supply, treatment and potable water distribution system which provides potable water service to users within the City as well as portions of the Town of Plattsburgh. The system is rated for 10.0 million gallons per day (mgd) yet currently produces 3.0 mgd. In 2016, the system provided potable water for 24,170 individuals via 5,680 metered connections.

The existing City of Plattsburgh Water Treatment Plant (WTP) was constructed in 1936. The facility has been upgraded and expanded multiple times since the original construction. The significant upgrades included expansions to the facility via the construction of additional filters in 1956 and 1963. As with many aspects of aging infrastructure in the northeastern United States, a number of components of the existing City of Plattsburgh water system are reaching the end of their useful life. The WTP utilizes aging equipment to provide high quality treated water and therefore, is planning the following activities:

  • Dam Gate Houses - control gate and valve replacement;
  • Water Treatment Plant - valve replacement and automation;
  • Raw Water Lines - line replacement and repairs; and,
  • Potable Water Distribution - line replacement and repairs.

The project is located throughout the City of Plattsburgh, New York.
