Project Description:

Install 200 feet of Rosgen's toe wood along the southern bank of Ninemile Creek approximately 60 feet upstream of the bridge carrying Hoffman Road over the stream in the Town of Trenton, Oneida County. Placement of the toe wood will result in the excavation of 300 cubic yards from below the mean high water mark of Ninemile Creek. The excavated material will be reused as part of the soil lifts associated with the installation of the toe wood feature.

Project Description:

This Department has received a request for a new permit to operate air pollution sources, an Air State Facility Permit, for the Hanson Oriskany Falls facility located in the Town of Oriskany Falls, Oneida County, New York. This State Facility Permit has been drafted as a replacement for the now outdated format of permitting, Certificates to Operate. This facility is engaged in the mining and processing of limestone rock. The primary Standard Industrial Classification representative of this facility is 1422, Crushed and Broken Limestone.

This State Facility Permit is for a limestone mine consisting of three (3) Hot Mix Asphalt (HMA) plants and numerous permanent and mobile aggregate processing equipment to allow for operational flexibility. The facility will accept caps for carbon monoxide (CO), and oxides of nitrogen (NOx). Facility wide capping of these emissions are to ensure the facility does not exceed the major facility threshold. Additional monitoring is in place for particulates, VOCs, formaldehyde, and sulfur dioxide.

Project Description:

The applicant proposes to develop and operate an 18.4 acre topsoil mine within a 35.5 acre parcel southeast of the Village of Massena. The project site is Vernon White's property, located east of Hopson Road and north of Small Road, approximately 2.5 miles southeast of Massena, in the Town of Brasher, St. Lawrence County. The mine is intended to operate as a traditional surface extraction of Swanton fine sandy loam, which is the predominate soil type on the site. The Mining method proposed involves stripping the top 6 inches of the existing topsoil, leaving about 4-6 inches for reclamation. Removal of topsoil will be done by mechanical equipment. Mining is proposed to remove approximately 3,000 cubic yards per year of topsoil over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed, or processed with portable screens. Maximum processing rates for the screen operations may exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/- 18.4 acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled sods, harrowing the remaining topsoil layer, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 18.4 (LOM) acres.

Project Description:

The applicant proposes to expand the existing waste rock processing area to add 1.7 acres to the current 11.7 acres Life of Mine(LOM) within a 1,980 acre parcel off of NYS Route 3. The project site is on property owned by Benson Mines, Inc. and lies 700 feet northerly on NYS Route 3, with the haulroad entrance 2,250 feet westerly of Newton Falls Road. The mine will process granitic to granitic hornblende gneiss waste rock that was blasted and stockpiled during the operation of the Benson Mines Iron Ore Operation from the 1940's through the mid 1970's. Mining is not proposed to take place below the watertable. Excavation will be done by mechanical equipment, standard for rock mining operations, and for removal of material from a stockpile face. Mining is proposed to remove approximately 550,000 cubic yards waste rock over the operational life of the mine. Material will generally be excavated from the stockpiles, crushed, screened and stockpiled for future uses. Final reclamation will restore the site to a wooded area. The reviewed life-of-mine expansion area is 1.7 (LOM) acres.

The proposed mine expansion is along the railroad on the north side of the existing mine limits. The proposed expansion area will be used to accommodate stockpiles of rock. Mining was originally permitted here beginning in 2011 and has continued ever since.
