Project Description:

The applicant proposes Phase I Eastern Great Camps portion of the Adirondack Club and Resort project development, which includes the following:

  1. 18 new residential great camp lots (lots 22-26, 29-31 and A-H, along Pond Road and lots 27 and 28 along existing Lake Simon Road).
  2. Pond Road construction/improvements along 5.46 miles of road in accordance with the SWPPP and as described below:
    1. Installation of a new 1.41 mile bypass road to be named Pond Road located at an existing logging trail, improved to 15' wide gravel road with 4' wide shoulders and 5' wide stormwater swales, connecting Lake Simon Road to Lake Simon Road Extension.
    2. Road improvements along 4.05 miles of existing Lake Simon Road Extension. This road will be renamed Pond Road. This portion of existing road will be improved from a 12-15' wide logging road to a 12-15' wide gravel road. The Department's review of this existing road is limited to new disturbances, stream crossings, road widening or relocation, and does not include ordinary road surface maintenance within the existing footprint of any existing road.
  3. 11 stream crossings total, 5 of which are protected streams. At each stream crossing either a precast concrete bridge with concrete footers, headers and wingwalls, or a precast bottomless concrete box beam culvert, or a bottomless arch culvert, or removal and replacement of an existing culvert will be installed. Of the 5 protected stream crossings, two are new crossings (one along the bypass road and one along the driveway to lot 24), and 3 are upgrades (along Lake Simond Road Extension) involving removal of existing culvert or bridge.

The project will impact the following quantity of waters of the state: temporary 15,459 sq ft and permanent 2,046 sq ft., with 639 sq ft of permanent impact to federal wetlands. SPDES #NY-025 6617. The project is also under the jurisdiction of the Adirondack Park Agency (P-2005-100).

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

Construction of a private, residential 20-slip boat docking facility along the southern shore of Great Sacandaga Lake, for use by members of the Priddle Point Owners Association. Docking facility to measure 172 feet long and consist of pressure treated wood framing and decking, with foam floatation, held in place by eight, 24 inch concrete anchors.
