Project Description:

The DEC has made a tentative determination to issue a Part 373 permit renewal for the above facility. BNL is a multi-disciplinary scientific research center that conceives, designs, constructs and operates large complex research facilities for fundamental scientific studies. BNL operates a Waste Management Facility (WMF) for the storage of various types of wastes (radioactive, hazardous and mixed wastes) that are generated by BNL's internal facilities. The waste management activities are limited to characterization, consolidation, packaging and storage of hazardous wastes. The permit will include the RCRA Waste Building for a maximum total storage volume of 16,550 gallons. NYSDEC has prepared a Fact Sheet for the public's use which provides further details on the draft permit and associated opportunities for public involvement in the process.

Project Description:

The applicant proposes to install a new concrete box culvert through the Canaan Lake Dam at the south end of the lake along Traction Boulevard. The installation of the 3 foot high by 8 foot wide by 60 foot long culvert will have a junction box, sluice gate, and rip-rap extending beyond the bulkhead on the north end, and rip-rap installed on the slope beyond the south end of the culvert. A portion of the existing bulkhead along the lake will be removed as needed. The new culvert will be located approximately 20 feet west of the existing culvert and fish ladder but will provide a low level drain to assist in the eradication of invasive species within the lake and for use as an emergency draw down. The construction will be done in stages in order to maintain the roadway in a passable condition. The project is located at the southern end of Canaan Lake at Traction Blvd. 410 feet west of Ocean Ave, Patchogue, Town of Brookhaven, Suffolk County.

The Department has made a tentative determination to approve this application for a modification of a permit for a proposed discharge of 150 gallons per day of treated sanitary wastewater to groundwater from the applicant's facility located at 3525 Sunrise Highway, Oakdale NY. The applicant plans to introduce a new outfall (005) and upgrade the sanitary systems in the facility.
