Public Notice

Pursuant to Section 33 of the Public Lands Law, the New York State Office of General Services (NYS OGS) hereby gives notice to the following:

Notice is hereby given that the New York State Office for People with Developmental Disabilities has determined 362 and 372 Prospect Street, Town of Dickinson, Broome County, New York State, improved with a 8,408 ± square foot church situated on a .612 ± acre lot, and a 19,360 ± square foot school situated on a .417 ± acre lot, as surplus and no longer useful or necessary for state program purposes, and has abandoned the property to the Commissioner of NYS OGS for sale or other disposition as unappropriated State land.

Negative Declaration

Broome County - The City of Binghamton Commission on Architecture and Urban Design (CAUD), as lead agency, has determined that the proposed Determination of Significance for Demolition will not have a significant adverse environmental impact. The action involves the applicant seeking a Determination of Significance for Demolition for the building located at 172 State Street in the City of Binghamton, New York. The building is located within the National Register of Historic Places (NRHP) listed State and Henry Street Historic District. The applicant intends to demolish the building.

Onondaga County - The County of Onondaga, as lead agency, has determined that the proposed Onondaga County Comprehensive Solid Waste Management Plan Update will not have a significant adverse environmental impact. The action involves a required update of Onondaga County's Comprehensive Solid Waste Management Plan (CSWMP). Onondaga County is the local solid waste management planning unit for 33 of 35 municipalities in the County. Like many other local planning units, Onondaga County developed its first CSWMP in the early 1990s. Since that time, the Onondaga County Resource Recovery Agency (OCRRA), a public benefit corporation, has implemented the County's CSWMP and Comprehensive Solid Waste Management System (CSWMS) on behalf of the County. The objective of the updated CSWMP is to chart the course for an economically, environmentally and socially sustainable CSWMP for the next 10 year planning period. While the County's CSWMP and the CSWMS implemented by OCRRA are already highly consistent with New York State and the United State Environmental Protection Agency (US EPA) solid waste management hierarchy, the County's CSWMP update incorporates New York State's most recent sustainable materials management goals, as outlined in the "Beyond Waste" Solid Waste Management Plan. The project is located throughout Onondaga County, New York.
