Negative Declaration

Broome County - The City of Binghamton City Council, as lead agency, has determined that the proposed Residuals Management Improvements Project for the City of Binghamton Water Treatment Plant will not have a significant adverse environmental impact. The action involves the following upgrades and repairs:

  • Retrofitting of the existing sedimentation basin No. 1 to house a new equalization basin, sludge mix tank, and solids dewatering building:
  • Demolition of the existing chain and flight equipment;
  • lnstallation of new sludge vacuum systems within sedimentation basins No. 2, 3, and 4;
  • lnstallation of belt filter press equipment, power supply and PLC controls;
  • Retrofitting the existing equalization basin with sludge thickener equipment; and
  • lnstallation of new sludge pumps.

The project is located at 25 Broome Street in the City of Binghamton, New York.
