Tree Removal for Construction of the Pharaoh Road Parking Area

The action involves the removal of 98 trees along with their stumps to facilitate construction of a public motor vehicle parking area on Pharaoh Road at the Pharaoh Lake Wilderness Area. Tree cutting will be in compliance with LF Policy 91-2 on Cutting, Removal or Destruction of Trees and Other Vegetation on Forest Preserve Lands.

The Pharaoh Lake Wilderness Area is located in the Town of Horicon, New York.

Project Title: Peru Sand and Gravel, LLC

Location: Off Bonnieview Road in the Town of Wilmington, New York.

Project Description: The action involves the lease of a 12.7 acre portion of a 1,525 acre parcel for a sand and gravel mining operation in and adjacent to the location of a previous sand and gravel mine site. Excavating, crushing, screening and stockpiling of materials will occur on the site. The average annual production is estimated to be 22,500 cubic yards of sand, gravel and cobble stones and the maximum estimated production of the same materials will be 45,000 cubic yards. The daily loaded truck trips will range from 12 to 20 trips. A combination of double axel dump trucks and tractor trailer dump trailers will be used to transport material. The ratio is estimated at 50/50 for double axel dump trucks and dump trailers. The hours of operation will be from 6:00 a.m. to 5:00 p.m. weekdays and 7:00 a.m. to 12:00 p.m. on Saturdays. Only minor equipment maintenance and loading of vehicles will occur between 6:00 a.m. and 7:00 a.m. workdays. Mining and hauling will start at 7:00 a.m.

Negative Declaration

Hamilton County - The Town of Lake Pleasant, as lead agency, has determined that the proposed Lake Pleasant Water District will not have a significant adverse environmental impact. The action involves the extension of the Village of Speculator Water System to a proposed water district within the Town of Lake Pleasant along NYS Route 8 west of the Village of Speculator. The project is located along NYS Route 8 in the Town of Lake Pleasant, New York.

Notice of Intent to Prepare Environmental Impact Statement (EIS), Notice of Completion of Draft EIS, Notice of Public Comment Period, and Notice of Public Meetings

Essex and Franklin Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Draft Unit Management Plan (UMP) for the Saranac Lakes Wild Forest may have a significant adverse impact on the environment and a Draft Environmental Impact Statement has been prepared and accepted.

NYS DEC has completed a Draft UMP for the Saranac Lakes Wild Forest. The Plan includes a Draft Environmental Impact Statement (Draft EIS) and River Area Management Plans, pursuant to 6 NYCRR §666.7, for the Saranac River, Ausable River and Raquette River. Major proposals in the plan include: the designation and construction of hiking, skiing, snowmobiling, bicycling, and equestrian trails; the development of new parking areas and other improvements at trailheads and fishing access sites; the creation, closure, and relocation of campsites; the restriction of and/or limitations for motorboats on certain waterbodies; and the development of facilities for people with disabilities.

The project is located in the Towns of Franklin, Santa Clara, Brighton, Tupper Lake, and Harrietstown, in Franklin County, New York, and Towns of St. Armand and North Elba in Essex County, New York.
