Project Description:

The applicant proposes to investigate and recoat three sections of pipe along their existing Line 200-1 natural gas pipeline. A total of approximately 4,050 cubic feet within state freshwater wetland EC-112 (Class III) will be excavated and temporarily sidecast to implement maintenance activities. The trench will be backfilled within 30 days of the start of work. All impacts to wetlands and 100-foot wetland adjacent area will be temporary. Preconstruction conditions will be restored and timber matting will be used to cross wetland areas where necessary to access the pipeline.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to modify an existing 4.9 acre life-of-mine sand and gravel mined land reclamation permit to add 3 acres to the life-of-mine on the southern side of the mine for a total LOM of 7.9 acres. The site is already authorized for crushing and screening processing. There are no changes proposed to the level of mining nor methods for the proposed expansion. The site is located on Coe Hill Road just south of its intersection with Southside Drive.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
