Negative Declaration

Oswego County - The Town of West Monroe, as lead agency, has determined that the proposed Adoption of Zoning Amendments will not have a significant adverse environmental impact. The action involves a substantive amendment of the Town of West Monroe's zoning law. The project is located throughout the Town of West Monroe, New York.

Tompkins County - The City of Ithaca Planning Board, as lead agency, has determined that the proposed Residential - Apartments will not have a significant adverse environmental impact. The action involves a proposal by the applicant to construct 16 apartments on the .242 acre lot that is contiguous to the Old Cayuga Inlet. The design is for 8 two story dwelling units each occupying the top two floors of the building with 8 studio apartments on the ground floor, for a total of 16 dwelling units with 24 bedrooms. The project includes an 8 space parking area that is accessed through the adjacent City owned parking lot. The project also includes some improvements to the city owned lot as well as landscaping and lighting. No changes are proposed to the existing walkway along the inlet. The project is located at 323 Taughanock Boulevard in the City of Ithaca, New York.

Tompkins County - The City of Ithaca Planning Board, as lead agency, has determined that the proposed Residential Mixed Use (54 Units) will not have a significant adverse environmental impact. The action involves a proposal by the applicant to construct a four story mixed use building that has a footprint of 25,640 square foot and 86,700 gross square foot. The building will contain 2,000 square foot of community space, 1,160 square foot of commercial space and four apartments on the ground floor, 54 apartments and amenity space on the upper floors, and underground parking for 32 cars, bike parking and mechanicals. The underground parking will be accessed via a ramp on Court Street Exterior amenities will include landscaping and street trees, a street level semi-public plaza and a first floor residents' plaza. The new building will use a portion of the existing building foundation. A deep foundation system is proposed to support the building. The project is located 310 to 314 North Cayuga Street in the City of Ithaca, New York.
