Negative Declaration

Madison County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed Traffic System Improvement Project 15 will not have a significant adverse environmental impact. The action involves the modernization of the signal systems at each location to provide the desired highway safety benefits, improve equipment reliability while reducing maintenance costs, and ensure Americans with Disabilities Act (ADA) compliance within the project limits. Two sites are within a known historic district in Hamilton, and as such, a No Adverse Effect determination was made October 7, 2016. Right-of-Way acquisitions in the Historic District constitute a de minimis use of a Section 4(f) protected property. Concurrence for the de minimis use was received October 25, 2016. There are no other significant social, economic, or environmental impacts of the project including no more than minor impacts on wetlands, floodplains, agricultural lands, water or water supply resources, designated Wild, Scenic, or Recreational Rivers, unique ecological areas, or critical environmental areas. The project is located in the Towns of Eaton and Hamilton in Madison County, New York and the Towns of Marcy, Vernon and Whitestown in Oneida County, New York.
