Permit(s) Applied for:

Article 23 Title 27 Mined Land Reclamation

Project is Located:

Conklin, Broome County

Project Description:

The applicant proposes a new 33.7-acre bluestone (greywacke sandstone) mine on a 238.67-acre parcel, of which 14.6 acres would be affected during the upcoming 5-year permit term and 1.0 acres was previously explored. As part of the plan to cut and haul 3.3 million cubic yards of bluestone and aggregates over 20 years, the miners propose crushing and screening waste sandstone, siltstone, and shale onsite in a portable processing plant. No protected streams, wetlands, or other protected natural resources are expected to be adversely impacted. All storm water runoff will drain internally. Typical blasting will occur, which is consistent with numerous other bluestone mines in the area. The mine will be reclaimed to stable slopes with grass meadowland vegetation.

Permit(s) Applied for:

Article 15 Title 15 Water Withdrawal Non-public

Project is Located:

Onondaga, Onondaga County

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 2,425 gallons per minute of water from on-site wells and an on-site pond for aggregate production and dust suppression. The facility has been in operation since at least 1990. No changes in current operations from recent years are proposed.

The Department has determined that the facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).
