Project Description:

The applicant, Joe Roberts, proposes to expand an existing Bluestone mine from a currently permitted 14.7 acres to 16.7 acres Bluestone quarry on 23 acres of land owned by Robert O. Martin. The mine is located at 600 Trim St on the southwest side of Trim St, just west of the Town of Windsor, County of Broome, New York. The mine is intended to operate as a Bluestone quarry to be excavated by industry standards, with all marketable stone removed by pallet and sold per market conditions. Waste rock to be reclaimed on site. Mining is not proposed below the water, and will be done by temporary, portable equipment for drilling, or cutting of Bluestone slabs, and palletizing onsite. Mining will not be conducted on this additional 2 acres, and is being expanded to be used for stockpile, storage and loading area. Final reclamation will scarify, cover with top soil, then seed and mulch all areas of disturbance.

Project Description:

Cayuga County (the applicant) is proposing disturbances to the bed and banks of the protected stream Owasco Inlet [NYS Water Index#: Ont. 66-12-43-P 212-28, Class C(T)] and NYS Freshwater Wetland MO-1, Class II, in association to a project to reconnect the stream to the floodplain within the Owasco Flats. The goal of this project is to treat sediment and nutrient loaded stormflow prior to reaching Owasco Lake to improve water quality within the lake. The project consists of the following activities: excavation of three basins, ranging in size from 1.5 to 3.0 acres, to collect and treat stormflow; installation of three water diversion structures to allow stormflow to enter the basins; reconstruction of approximately 5,030 linear feet of access/maintenance roads; and the construction of a vernal pool and hummocks area to create wildlife habitat. The project is located east of State Route 38, approximately 1.3 miles southeast of Owasco Lake.

State Environmental Quality Review (SEQR) Determination:

SEQR Lead Agency: Cayuga County

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to develop and operate a 9.9 acre sand and gravel mine within a 46.65 acre parcel of property. Mining will be a minimum of 5 feet above the seasonal high water table, and material will only be processsed through portable screening equipment. The final reclamation plan will restore the site to a condition suitable for agricultural production.
