Project Description:

The applicant proposes to reconfigure and expand an existing marina and dredge a boating channel in Lake Champlain. The docking facility would be expanded by 57 slips, 3 moorings and 2 new breakwaters would be installed. A total of 158 new anchors would be installed totaling approximately 70 cubic yards of fill. The current boating channel has narrowed, therefore the applicant is proposing to dredge 30' x 220' channel in the Lake totaling approximately 345 cubic yards of excavation. The docking facility application is under review by the US Army Corps of Engineers, and the NYS Office of General Services.

The Department has prepared a draft permit and made a tentative determination to issue a renewal and transfer of the of the Air State Facility Permit from JE Sheehan Contracting Corp to Graymont Materials (NY) Inc. for Schuyler Falls Asphalt (formerly Clinton County Asphalt Plant). This transfer will get the permit into a 10 year renewal cycle. The permit is for the operation of a 240 ton per hour H & B asphaltic concrete batch plant, rotary aggregate dryer with bag house, two liquid asphalt storage tanks (10,000 and 15,000 gallons), aggregate hoppers and conveyor. There are no changes being made to the facility or allowable emissions from the existing permit.
