Negative Declaration

Ulster County - The New York State Governor's Office of Storm Recovery (Housing Trust Fund Corporation), as lead agency, has determined that the proposed Village of Saugerties Tina Chorvas Park Restoration will not have a significant adverse environmental impact. The action involves a proposal by the Village of Saugerties for an improvements project at Tina Chorvas Park, located at 61 East Bridge Street in the Village of Saugerties, New York. The proposed improvements will repair damaged public facilities that suffered impacts from storm events and help mitigate future impacts of tidal and coastal flooding to the public recreational facilities located at Tina Chorvas Park. The current shoreline of Esopus Creek contains a bulkhead that has failed due to erosion caused by stormwater. The bulkhead extending along the park property and the AOS property will be replaced. This project will restore existing parkland and stabilize the shoreline at the edge of Esopus Creek along the park boundaries in order to alleviate further erosion and reduce the introduction of sediment that may reach the waterway bordering the park. The proposed project will revitalize the waterfront and stabilize the shoreline with the following measures: shoreline stabilization by construction of new bulkhead; site access improvements through access road construction; fencing; enhancement of the amenities, and improvement of site drainage.

Westchester County - The Town of North Salem Town Board, as lead agency, has determined that the proposed Local Law #3-2017 will not have a significant adverse environmental impact. The action involves proposed Zoning text amendments which include the addition of new zoning provisions regarding the use, definition and regulation of "Solar Energy Systems." No changes to any of the existing zoning district boundaries are proposed, nor to existing residential or nonresidential density standards. The project is located throughout the Town of North Salem, New York.

Positive Declaration and Comment Period

Orange County - The Town of New Windsor Planning Board, as lead agency, has determined that the proposed Windsor Hospitality Hotel Site Plan Amendment may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the Draft Scope will be accepted by the Lead Agency until June 5, 2017. The Draft Scope is available for review at the office of the contact listed below.

The action involves a proposal by the applicant, Windsor Hospitality, LLC for the construction of a two (2) hotel buildings; the first a five-story building comprising 100 ± rooms and the second a four-story building comprising 84 ± rooms. These two buildings will be in addition to an already existing hotel on the 6/8 ± acre site located on one parcel in the Highway Commercial District of the Town of Windsor Also included will be installation of appurtenant utilities and parking facilities. The project is located on Union Avenue (NYS Route 300) in the Town of New Windsor, New York.

Ulster County - The Town of Marlborough, as lead agency, has determined that the proposed Town of Marlborough Local Waterfront Revitalization Program and Comprehensive Plan Update may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by the Town of Marlborough to update the existing comprehensive plan and to adopt a Local Waterfront Revitalization Program (LWRP) and its associated Harbor Management Plan and Local Consistency Law. The project is located in the Town of Marlborough, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Orange County - The Town of New Windsor Planning Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Patriot Bluff Luxury Apartments. A public hearing on the Draft EIS will be held on June 14, 2017 after 7:00 p.m., check with the New Windsor Planning Board Secretary, at the Town of New Windsor Town Hall, 555 Union Avenue, New Windsor, NY. Written comments on the Draft EIS will be accepted until June 26, 2017. The action involves an application to amend a previously Town of New Windsor approved Site Plan for the 178 unit Patriot Bluff Condominium project, to allow 310 luxury market rate apartments on an existing 55 acre site. The project is located northwest of the intersection of Routes 300 and 32 in the Town of New Windsor, New York.

Notice of Acceptance of Final SEIS

Westchester County - The Town of North Castle Planning Board, as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed 11 New King Street Airport Parking Facility. The Final EIS is available from the North Castle Planning Department; the Town of North Castle Library Branches and on line at: http://www.northcastleny.com/planning/pages/park-place-at-westchester-airport-documents.

The action involves a proposal by the applicant, 11 New King Street, LLC, to construct a multi-level automated parking structure (proposed project) at 11 New King Street in the Town of North Castle, New York, to provide parking for users of the Westchester County Airport where there is an existing shortage of parking. The proposed parking facility would be called Park Place at Westchester County Airport (Park Place). In conjunction with the site plan application, the applicant has submitted a zoning petition to amend the Town of North Castle zoning code to allow parking structures in the Industrial AA (IND-AA) zoning district with a special permit. The project site comprises two tax map parcels that are located in the southern portion of the Town of North Castle adjacent to Westchester County Airport near the Connecticut state line. The proposed project would involve the construction of an approximately 31,493 square foot footprint building that will accommodate approximately 850 vehicles. The Final SEIS presents a modified project that reduces the impervious coverage to comply with New York City Department of Environmental Protection (NYC DEP) Regulations and avoids the need for variance from NYC DEP.

The project is located on New King Street in the Town of North Castle, New York.
