The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from 1226 E. Gunhill LLC for a site known as Joey's Cleaners, site ID #C203076. This site is located in the Borough of the Bronx, within the County of Bronx, and is located at 1244 East Gunhill Road. Comments regarding this application must be submitted no later than June 9, 2017. Notice of Acceptance of Draft EIS

New York County (Manhattan) - The New York City Planning Commission, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed East Harlem Rezoning. The Draft EIS is available from the New York City Department of City Planning, Environmental Assessment and Review Division, 120 Broadway, 31st Floor, New York, NY, 10271-3100 and on line at: http://www1.nyc.gov/site/planning/applicants/eis-documents.page.

The action involves a proposal by New York City Department of City Planning (NYC DCP), together with the New York City Department of Housing Preservation and Development (NYC HPD), for a series of land use actions - including zoning map amendments, zoning text amendments, and amendments to the Milbank Frawley Circle-East Urban Renewal Plan (Proposed Actions). The Proposed Actions are intended to facilitate the development of affordable housing, preserve existing neighborhood character, improve the pedestrian experience, and create new commercial and manufacturing space to support job creation adjacent to existing and future transit nodes. The Proposed Actions would affect an approximately 96 block area of the East Harlem neighborhood of Manhattan. In addition to the Proposed Actions, the Draft EIS considers a series of actions needed to facilitate an NYC HPD sponsored affordable housing development. The affected property is bounded by East 111th Street, Madison Avenue, East 112th Street, and Park Avenue (Sendero Verde Site) in Manhattan, New York. The land use actions necessary to facilitate the development of the Sendero Verde Site include a zoning map amendment, zoning text amendment, Urban Development Action Area Project (UDAAP) designation, disposition of City owned property, acquisition of a portion of the disposition area by the City, a large-scale general development (LSGD) special permit, and a New York City Planning Commission certification to waive retail continuity requirements. The analysis year for the environmental review is 2027.

A public hearing on the Draft EIS will be held at a later date to be announced. Advance notice will be given of the time and place of the hearing. Written comments on the Draft EIS are requested and will be received and considered by the Lead Agency until the 10th calendar day following the close of the public hearing.

Notice of Acceptance of Draft EIS and Public Hearing

Queens County (Queens) - The New York City Office of the Deputy Mayor for Housing and Economic Development, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Downtown Far Rockaway Redevelopment Project. A public hearing on the Draft EIS and the Notice of Issuance of a Technical Memorandum will be held on May 24, 2017 at 10:00 a.m. at the New York City Department of City Planning, Spector Hall, 22 Reade Street, New York, NY 10007. Written comments on the Draft EIS will be accepted until June 6, 2017. The action involves a proposal by the City of New York, acting through the Office of the Deputy Mayor for Housing and Economic Development, the New York City Department of Housing Preservation and Development (NYC HPD), and the New York City Department of Citywide Administrative Services is proposing several discretionary land use actions including zoning map amendments, zoning text amendments, disposition of property, and the designation and approval of an Urban Renewal Area (URA) and Plan (URP) to implement recommendations of a comprehensive plan to redevelop and revitalize the Downtown Far Rockaway neighborhood of Queens, Community District 14.

The proposed actions would affect an approximately 22 block area of the Downtown Far Rockaway neighborhood of Queens (Project Area). The Proposed Downtown Far Rockaway Urban Renewal Area (DFRURA), which is proposed for redevelopment by the City of New York, is an approximately 13 acre portion of the Project Area. For this area, New York City, through NYC HPD, is proposing the designation of the DFRURA, the approval of the URP, and disposition of property within the DFRURA. The proposed urban renewal strategy is intended to complement the proposed rezoning and Special District text as well as facilitate site assemblage and redevelopment. The Disposition Sites include two City-owned parcels, one of which is under the jurisdiction of the New York City Department of Transportation and the Metropolitan Transportation Authority while the second site is under the jurisdiction of the New York City Department of Sanitation. The Disposition Sites would be disposed of by sale or lease for redevelopment with housing, community facility space, commercial space, and/or retail space.

The project is located in the Far Rockaway neighborhood of Queens, Community District 14, New York.
