Project Description:

The proposed project involves the implementation of natural stream design methods along 8,900 linear feet of Fulmer Creek, a State protected Class C(T) stream, beginning 100 feet north of the Main Street bridge in the Village of Mohawk and continuing upstream to the previously existing Leatherstocking Mobile Home Park on New York State Route 168 in the Town of German Flatts, Herkimer County. The project is proposed to be completed over five (5) phases with the construction of Phase 1A to begin in the Summer of 2017. Other phases of the project will be completed in subsequent years. Natural stream design measures that will be implemented within Fulmer Creek include: construction of numerous floodplain shelves; joint planted boulder revetments with and without riparian shelves; joint planted rip rap revetments; placement of coir logs with cobble toes; construction of a low flow channel; placement of rootwads; single or double boulder riffle structures; and improving the channel dimensions such as bankful width. The project also involves the replacement of a 10-inch water main under Fulmer Creek. The disturbance values associated with this project include: 8,900 linear feet of bed and bank disturbance to Fulmer Creek; the excavation of 75,840 cubic yards of material from below the mean high water mark of Fulmer Creek; and the placement of 5,854 cubic yards of material associated with stream design methods.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Golf Club of Newport has submitted a water withdrawal application for its irrigation system located in the Town of Newport, Herkimer County. The maximum daily water withdrawal is 864,000 gallons per day. The source of the non-potable water used in the irrigation system is from one surface water pond on the Golf Club of Newport's property. The pond was created in 1968 when the golf course was created and the latest installed infrastructure includes a pump first used in 1999. Two additional auxiliary ponds are used as sources for the withdrawal if pond one is empty. All ponds are recharged by groundwater/precipitation. No changes are proposed to the irrigation system as part of this application.

Project Description:

Teugega Country Club has applied for a new water withdrawal permit for the maximum withdrawal of 370,080 gallons per day from Delta Lake in the City of Rome, Oneida County. Water is pumped from Delta Lake through existing infrastructure to a 0.522 acre holding pond on the golf course. Withdrawn water is used for irrigation purposes on the Country Clubs property and is non-potable. The facility was founded in 1899 and has implored irrigation practices for many years. No changes to the water withdrawal system are being proposed.

The applicant proposes to restore 1,200 linear feet of Sauquoit Creek, a Class C(T) protected water of the State of New York, located adjacent to the Town of Paris Highway Garage in Oneida County. Natural channel design methods to be implemented includes 900 linear feet of toe wood, the placement of five (5) rock cross-vane grade control features, reshaping the existing channel to proper dimensions and planting of new vegetation. A total of 2,000 cubic yards of material will be excavated from below the mean high water mark of Sauquoit Creek. Spoils will be used as part of the soil lifts associated with the installation of toe wood.
