Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new Air State Facility permit for the construction and operation of the Jointa Lime Asphalt Plant-Plattsburgh. The proposed facility will consist of a pre-fabricated hot mix asphalt (HMA) plant and associated equipment capable of production at a rate of 300 tons per hour ("tph"). Aggregate will be dried by a rotary drum dryer and combined with liquid asphalt oil and then conveyed to heated HMA storage silos. Trucks will load from the HMA storage silos for delivery to paving projects. The HMA facility will consist of aggregate stockpiles, aggregate feed bins, screens, conveyor belts, natural gas fired burner and drum dryer, baghouse, asphalt oil tanks with natural gas heaters, electric heated HMA and mineral storage silos, truck scales, and a control house. The potential to emit of the project, based on 210,000 tons per year ("tpy") of HMA production, is less than 15% of Title V major source thresholds. This application seeks a capping condition that will limit 12 months rolling production of asphalt to 210,000 tpy.

Off-site ambient impacts from emission sources were evaluated pursuant to and comply with applicable requirements of 6 NYCRR Part 212.
