Permit(s) Applied for:

Article 23 Title 27 Mined Land Reclamation

Project is Located:

Fine, St Lawrence County

Project Description:

The applicant proposes to expand the existing sand & grave mine to add 3.3 acres to the current 7.5 acres Life of Mine (LOM) within a 23.0 acre parcel on north of Lawrence Road. The project site is the Town of Fine's property, located north of Lawrence Road, approximately two miles west of the village of Star Lake in the Town of Fine. The mine is intended to operate as a traditional surface extraction of the Colton-Duxbury-Adams sand and gravel complex. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 10,000 tons-per-year of aggregate sand and gravel over the estimated 20 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-10.8 acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine expansion area is 3.3 (LOM) acres.

The proposed mine expansion is on the northwest and the southeast of the existing mine limits. The proposed expansion area is a hilly and excessively drained terrain. Mining was originally permitted here beginning in 2006 and has continued ever since.
