Project Description:

The Department has prepared a draft permit and made a tentative determination to approve a modification of the existing Air Title V Permit for the Quadgraphics printing facility. The modification allows installation of three new printing presses which will be exhausted through oxidizers to control emissions of volatile organic compounds ("VOCs"). Emissions of VOCs from the new presses will be less than the significant level established in 6 NYCRR Part 231 - New Source Review for New and Modified Facilities. The permit is otherwise unchanged from the current permit which was last modified in December 2016.

In accordance with 6 NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The Department has prepared a draft permit and made a tentative determination to issue an Air State Facility Permit Renewal for C R Bard. The facility manufactures medical devices and the processes of cleaning, coating and drying the devices create emissions of volatile organic compounds ("VOCs") and hazardous air pollutants ("HAPs") to the atmosphere. The permit limits VOC and HAP emissions to levels below major source levels.

Some of the processes employ coatings which do not meet the VOC content requirements of 6 NYCRR Subpart 228-1 - Surface Coating Processes. The Department has received and proposes to approve a request to continue the existing waiver allowing limited use of these coatings for 5 years. The company has provided documentation that compliant coatings which meet their specific requirements are not available and that the cost of installing control devices significantly exceeds the cost threshold for Reasonably Available Control technology ("RACT"). The permit contains conditions which only allow application of non-compliant coatings while using techniques that minimize emissions and which limit the quantity of non-compliant coatings that may be used.

The herbicide Aquathol Super K (Endothall) will be applied to up to 9.62 acres and Renovate 3 will be applied to 2 acres of the Lake littoral zone. Affected wetland areas include class 1 wetland GF-15 at the lake inlet, class 2 wetland GF-18 adjacent area, and portions of class 2 wetland GF-21 north of Barber's Bay.
