Project Description:

Applicant proposes to develop a 160 bed rehabilitation and research facility consisting of five buildings with parking areas, access and maintenance roadways, and landscaping to be constructed on about 37 acres of a 95.6 acre parcel within the EPCAL facility in Calverton. The site contains or is immediately adjacent to documented habitat of the following listed species: eastern tiger salamander (NYS Endangered), short-eared owl (NYS Endangered) and the northern harrier (NYS Threatened). The site also contains woodland which could provide habitat for the northern long-eared bat (NYS Threatened). The project design requires the development of 1.65 acres of existing grassland habitat, which will be offset by the creation of about 1.9 acres of new grassland. The remaining existing grassland on the site will be maintained along with the newly created grassland. The design also meets DEC recommendations for upland habitat preservation for areas in the vicinity of tiger salamander breeding ponds and includes time-of-year restrictions on tree clearing to prevent impacts to the northern long-eared bat. The site is located on the southwest side of the EPCAL east runway, about 3,300 feet southeast of Jan Way. SCTM # 0600-135-17-17.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Riverhead Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to remove a deteriorated bulkhead, install a new bulkhead and returns, and place 745 cubic yards of fill landward of the bulkhead as backfill and for upland regrading. A portion of the new bulkhead will be located seaward of apparent high water and intertidal and high marsh vegetation. Placement of fill behind the new bulkhead will result in the permanent loss of approximately 750 square feet of tidal wetlands known as littoral zone (LZ) and intertidal and high marsh (IM/HM). The applicant also proposes to install native plantings and revegetate disturbed areas. The property is located on the Nissequogue River and will also require a Wild, Scenic and Recreational Rivers Act permit. The project is located at 248 Landing Ave, Smithtown, Town of Smithtown, Suffolk County, SCTM # 0800-075-4-24.2 through 24.6.
