Negative Declaration

Fulton and Saratoga Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Sacandaga Block Recreation Management Plan will not have a significant adverse environmental impact. The Sacandaga Block Recreation Management Plan (RMP) addresses public access and recreational use. It sets forth the proposed goals, objectives, management actions and costs for the recreational management of 6,147 acres of Conservation Easement land. The RMP identifies management actions to be undertaken and includes designating parking areas; constructing new trails for motorized and non-motorized users; rehabilitating a snowmobile bridge, rebuilding a bridge, and rebuilding foot bridges as needed; providing access for people with disabilities; enhancing fishing access and repairing, upgrading and opening existing access roads for public use. Non-motorized uses will include hiking, biking, snowshoeing, cross-country skiing, photography, bird watching, wildlife observation, picnicking, boating (with car-top watercraft such as canoes, kayaks, or rowboats), swimming, camping at designated campsites and horseback riding. Motorized uses will include snowmobiles and motor vehicles. All measures will be taken to ensure management actions proposed in this plan will not degrade the character of the area. The project is located in the Towns of Bleeker and Mayfield in Fulton County and the Towns of Edinburg and Greenfield in Saratoga County, New York.
