Project Description:

The applicant proposes approximately 31,000 SF of disturbance to New York State Freshwater Wetland LC-22, Class 1, within the 100 ft adjacent area, associated with development of a community recreation center and related site improvements at Sycamore Park, located in the Town of Carmel. No disturbance to the wetland proper is proposed. Proposed site work includes widening of the exiting park access road; construction of a new 18,000 SF community recreation center building and supporting water supply system, wastewater disposal system, and stormwater improvements; construction of new and expanding parking areas; and the demolition and removal of existing small maintenance buildings and siting of a future new maintenance building. Wastewater associated with the existing administration building and the proposed community recreation center will be served by two on-site wastewater treatment facilities.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Carmel Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The proposed project will cause 900 square feet of permanent disturbance and 1,100 square feet of temporary disturbance to the wetland proper of Wetland CD-1, Class 2. The proposed project will also disturb 9,080 square feet to the Adjacent Area of this same wetland. The disturbances are associated with the rehabilitation of South Putt Corners Rd (County Route 17) in the Town of New Paltz. The road shoulders would be widened and additional travel lanes installed.
