Project Description:

The applicant proposes continuing ongoing remediation work (Phase 8 within Operating Unit 1) at the Saranac Street former Manufactured Gas Plant site on the Saranac River. Phase 8 remedial work entails work in the Saranac River in three cells (8A 8B & 6E). Cells 8A and 8B involve excavation (5000 CY) along 240 LF of river substrate (35,000 sq ft. river area) River sediment will be excavated under dewatered conditions using a temporary river bypass system made of steel sheetpiles and pre-cast concrete blocks (900 CY) along the rivers centerline with headwater and backwater dams. A temporary river crossing for vehicle access will be installed using steel caissons, stone fill (450 CY), concrete blocks and timber crane mats. Cell 6E involves excavation (150 CY) of river substrate within 2050 sq ft of river area (120 LF); a temporary river bypass system (1600 CY) and river crossing (450 CY). The project also includes 825 LF of point bar restoration (22,100 sq ft, 120 CY). Disturbed areas will be returned to preconstruction (2009) grades, with slope, profile, and streambed structures/features replaced. Restoration may include the placement of additional stone, native materials and vegetation/plantings necessary to accomplish this goal. The proposed work is required under NYSDEC Consent Order #DO-002-9309 and will be implemented under the revised remedial action design.

The Department has determined that the facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.
