Project Description:

The Department has made a tentative determination to issue a discharge permit for the existing Forest Lake Campground wastewater treatment system, which includes septic tanks, buried sand filters, and a chlorination tank. The permit would authorize continued discharges into Tributary 2 of Tuscarora Creek, with requirements for submittal of effluent monitoring reports every 6 months. Additional requirements include effluent limits for pH, ammonia, and fecal coliform, plus a reduction in total residual chlorine from 2 mg/l to 0.1 mg/l in accordance with a compliance schedule. Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0027081), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification includes a request by the permittee to modify the permit. This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The facility has a surface discharge of treated sewage through Outfalls 001, 01A, 01B, 002, Combined Sewer Overflow Oufalls, and Sanitary Sewer Overflows Outfalls. The facility provides treatment for a design flow of 84.2 mgd.

The following changes to the permit are proposed: New Outfalls have been added; Monitoring and reporting requirements for specific parameters have been removed/replaced, and/or added; Combined Sewer Overflow (CSO) Long Term Control Plan has been revised; The monitoring locations page has been updated; A CSO outfalls location map has been added; Appendices pages include Clinton CSO Storage and Lower Harbor Brook facilities; Numbering for several outfalls was revised; Monitoring requirements for Vortex Street Regulator have been added; Sanitary Sewer Overflow outfalls have been removed; Several minor clarifications were made to outfall descriptions/permit language. Permit format has been updated and incorporates the latest general conditions. Details of changes are specified in the draft permit and fact sheet.
