Project Description:

Installation of a 12-inch natural gas transmission line beginning in the City of Utica near the northern terminus of Schuyler Street and ending at the southwestern corner of the Nanocenter parcel on Edic Road in the Town of Marcy, Oneida County. The pipeline will be installed using open trench and horizontal directional drill methods. A total of 620 linear feet of open trench pipe installation will account for 0.14 acre of temporary disturbance within the regulated Adjacent Area of State mapped freshwater wetland UE-7. Temporary impacts associated with 1,600 linear feet of open trench pipe installation will also occur to the regulated Adjacent Area of State mapped freshwater wetland UE-2, totaling 0.37 acre in area.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to develop and operate a 7.28 acre surface sand and gravel mine within a 129.9 acre parcel south of Massena. The project site is Stephen Grant's property, located north of Brouse Road and east of Haig Road, approximately 3 miles southwest of the Village of Massena in the Town of Norfolk. The mine is intended to operate as a traditional surface extraction of the Elmwood fine sand loam, which is the predominant soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 48,400 cubic yards of aggregate sand and gravel over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-7 acre uniformly graded and re-vegetated open land with two seasonal wildlife ponds. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area (LOM) is 7.28 acres.
