Project Description:

The applicant proposes to improve/establish a 15'W access road from his property to Gilbert Rd. The road will cross a class II wetland (A-42) in two places and will impact 2,275 sq/ft of wetland and 6,000 sq/ft of regulated adjacent area. One 18" culvert and one 12" culvert will be installed at the northerly and southerly crossings, respectively. Soil will be removed and replaced with 164.4 cyds of crushed stone in the wetland and 222.2 cyds in the adjacent area to form the road bed. The project is located at the Deyo Quarry, 488 Joe Wood Rd, Altona, Clinton Co.

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Article 19 Air Title V Facility

Project Description:

The Department has prepared a draft permit and made a tentative determination to approve a renewal of the existing Air Title V Facility permit for the Pearl Leather Finishers, Inc. facility, where leather finishing (surface coating) processes are performed. The facility consists of one regulated emission unit (i.e., F-INISH), which includes four leather finishing operations (i.e., Process IDs 101, 102, 103 and 104). Facility-wide emissions of Volatile Organic Compounds (VOCs) are limited to no more than 97 tons in any consecutive 12-month period, rolled monthly, in order to cap the facility out of 6 NYCRR Part 232-2. In addition, facility-wide emissions of N,N-Diethyl Ethanamine are limited to 6,500 pounds in any consecutive 12-month period, rolled monthly, to avoid additional control requirements under 6 NYCRR Part 212.

Emission Unit F-INISH is primarily regulated under the provisions of 6 NYCRR Part 228 and 40 CFR Part 63, Subpart TTTT, which limit the amount of VOC allowed in the coatings used and Hazardous Air Pollutants (HAPs) emitted per amount of leather processed, respectively. Emissions from the facility include: Particulates, Sulfur Dioxide, Oxides of Nitrogen, Carbon Monoxide, Volatile Organic Compounds and Hazardous Air Pollutants.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
