Project Description:

The applicant proposes to reconstruct an existing bulkhead in place and place 200 cubic yards of fill landward of the bulkhead as backfill. Apparent high water and intertidal marsh vegetation are located landward of the bulkhead. The project will result in the placement of fill in an approximately 775 square foot area of tidal wetlands known as shoals and mudflats/littoral zone (SM/LZ) and intertidal marsh (IM). The applicant also proposes to install a dock, ramp and float. The project is located at 380 East Shore Road, Kings Point, Town of North Hempstead, Nassau County, NCTM # Section 1, Block 172, Lot 31B.

The Department has prepared a draft permit and made a tentative determination to approve this application for a new permit to discharge 8,000 gallons per month of treated stormwater to groundwater, from the new containment pad for waste-oil tanker trucks at the General Environmental Services Inc., existing facility, located at 9 Garrison Ave., Wyandanch, Town of Babylon, Suffolk County.

The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas located within a 3 mile radius of the applicant's facility: Suffolk County Water Authority, South Farmingdale Water District, East Farmingdale Water District, Farmingdale Water Supply, Northeast Farmingdale, Plainview Water District, South Huntington, and Dix Hills.
