Project Description: The action involves the modification of an existing Class A Marina through reconstruction and expansion of a boat storage building providing an increase in indoor winter boat storage from 8 to 50 boats.


Negative Declaration

Essex County - The Town of Ticonderoga Town Board, as lead agency, has determined that the proposed Ticonderoga Water System will not have a significant adverse environmental impact. The proposed project is being undertaken to comply with a New York State Department of Health (NYS DOH) Tribunal Order. The Town has been cited for failing to replace the uncovered Chilson Reservoir and to provide adequate treatment at the Baldwin Road filter plant. The proposed project includes the following components:

  1. Installation of two new wells and control building on Town of Ticonderoga owned property located on Route 9N/22, north of Street Road hamlet. Approximately two miles (10,000 linear feet) of water main along Route 9N/22 will be replaced to accommodate the new well source.
  2. Construction of two finished water storage tanks and control building at the Chilson Reservoir site.
  3. Upgrade the Baldwin Road filter plant to be maintained as an emergency water source.
  4. Replace the Mount Defiance storage tank, which has reached the end of its useful life. The Portage water main, which moves water to the Mount Defiance tank, will also be replaced.
  5. Aged water mains on Routes 9N and 74 will be replaced.

The project is located at various location in the Town of Ticonderoga, New York.

Fulton County - The Fulton County Board of Supervisors, as lead agency, has determined that the proposed Fulton County Water District No. 2 will not have a significant adverse environmental impact. The action involves the creation of Fulton County Water District No. 2 to serve approximately 500 ± acres of property along Hales Mills Road Extension. The project is located along Hales Mills Road in the Town of Johnstown, New York.

Saratoga County - The Town of Waterford Town Board, as lead agency, has determined that the proposed Champlain Canalway Trail, Segment 1 will not have a significant adverse environmental impact. The action involves a proposal to develop a shared-use path in the Town of Waterford. The trail, which is considered Segment 1 of the greater Champlain Canalway Trail, would span approximately 1.2 miles. The trail would originate in the Town of Waterford near/at a remnant of the Old Canal wall/lock and terminate at the Town of Halfmoon/Waterford Town line. This segment of the Champlain Canalway Trail is a small portion of the proposed 62 mile trail.

The proposed trail alignment generally follows the right-of-way (ROW) of existing roadways and also utilizes the existing alignment of the maintenance drive over the closed Waterford Landfil.

The project is located along the Old Champlain Canal, between Higgins Road and the Waterford/Halfmoon Town Boundary in the Town of Waterford, New York.
