Project Description:

The applicant proposes to modify an existing permit for the operation of a 33.5 acre Life of Mine (LOM) surface unconsolidated sand and gravel mine to add 10.85 acres to the LOM resulting in total LOM of 44.35 acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Project Description:

GE Global Research requested a modification to the facility's current State Polluntant Discharge Elimination System (SPDES) permit, No. NY0007030, which became effective on May 1, 2012. The facility is modifying and expanding treatment capabilities at the Industrial Wastewater Treatment Plant on-site by incorporating enhanced technologies to obtain a mercury limit (as compared to the existing Action Limit) and decrease the discharge of contaminants at an existing outfall. The Department intends to modify the existing permit to address permittee requests consistent with Technical & Operational Guidance Series (TOGS) 1.3.10, incorporate additional monitoring requirements, include updated SPDES language and general conditions.
