Project Description:

The Department has made a tentative determination to approve this application for a re-issuance of SPDES permit # NY 010 3829 for the Cooper Road Mobile Home Park, located at 121 Cooper Road, Wappingers Falls, for the discharge of 3,000 gallons per day (gpd) of treated sanitary waste to unnamed Trib to Fishkill Creek, NYS WIN # HR-95-4-1, Class C. The previous permit expired March 31, 2015 and no changes in the operation of the facility are proposed.

The permit has been updated to the new Department approved format, and the limits have been carried over from the previously approved permit. A monitoring location page was added, and the Total Residual Chlorine range limit has been eliminated and the effluent limit of 2.0 mg/l has been added.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 250,000 gallons per day of water from on-site wells for the purpose of chemical production and non-contact cooling. The facility has been in operation since 1956. No changes in current operations from recent years are proposed.

The Department has determined that the facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

The New York State Department of Environmental Conservation (DEC) has received an application for a new State Pollution Discharge Elimination System (SPDES) Permit, pursuant to 6NYCRR Part 750, for a discharge of 8,000 gallons per day of treated industrial and sanitary waste water to a tributary of the Wallkill River [Water Index No. H-139-13-60a, Class C]. The new wastewater treatment system will service the existing facility and will replace the existing wastewater treatment system discharging to groudwater. The new wastewater treatment system consist of a secondary septic tanks, dosing chamber, and three single stage sand filters. The facility is considered a non-significant minor industrial facility, Discharge Class 04.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at DEC Region 3 headquarters in New Paltz. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. Substantive comments on these permits or requests for a hearing or both must be submitted in writing to the contact person listed below.
