Project Description:

Applicant proposes to operate a temporary dewatering and groundwater treatment system to facilitate construction of new storm, sanitary sewers, and water mains in Coney Island, bounded by Neptune Avenue to the north, W 16th Street to the east, Surf Avenue to the south and W 22nd Street to the west, with a maximum withdrawal and discharge of 7,200,000 gallons per day. Treatment will consist of sedimentation, filtration and carbon adsorption. Pumped and treated groundwater is to be directed to existing NYCDEP Outfall #CI-665 which discharges to Coney Island Creek.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYC Dept of Environmental Protection

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

The proposed action is subject to CP-29. An enhanced public participation plan was submitted by the applicant and has become part of the complete application.

Project Description:

Applicant proposes to operate a temporary dewatering and groundwater treatment system to facilitate construction of a new hotel and conference center with a maximum withdrawal of 2,880,000 gallons per day located at the TWA Flight Center, adjacent to Terminal 5 of JFK International Airport. Treatment will consist of settling tanks, bag filters and carbon vessels. Pumped and treated groundwater is to be directed to existing Port Authority SPDES permit #NY0008109 stormwater drain Outfall #022 which discharges to Thurston Basin of Jamaica Bay.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
