Project Description:

The Department has prepared a draft permit and made a tentative determination to approve this application to renew the facility's Air State Facility permit with all emission sources, processes, and emission points remaining unchanged. All criteria pollutants, including greenhouse gas pollutants, are capped below major stationary source Title V (40 CFR 70) thresholds, and attainment and non-attainment New Source Review (NSR) major source thresholds. The facility consists of the Clear Flo Technologies Inc. (CFT) operation and the Clean & Green Recycling Inc (C&G) operation, and includes on-site kilns, cooling towers, heating and cooling systems, storage tanks, and other ancillary equipment. CFT operation uses dewatering equipment to remove water from approved liquid wastes including wastewater treatment plant sludges/biosolids and restaurant grease trap cleanout wastes, and then treats the resultant water prior to discharging it to an existing connection to the Suffolk County Sewer District # 3 collection system. Dewatered sludges/biosolids and greases are loaded to sealed containers and transferred to permitted disposal facilities. C&G uses alternate fuel sources such as fat, oil, and grease (FOG) to provide heat for the indirect drying of biosolids including wastewater treatment plant sludges. The dried biosolids are marketed for soil amendment/agricultural use, or transferred to permitted disposal facilities.

The project is located on the south side of Route 109, north of the LIRR tracks, east of Albany Ave., west of Wellwood Ave. in the locality of North Lindenhurst, Town of Babylon.

The applicant proposes to construct 55 linear feet of new bulkhead to elevation 4.9 seaward of the tidal wetland boundary along a natural shoreline at the end of a public road. The new bulkhead is proposed to be backfilled with 40 cu. yds. of clean sand from an upland source. A new catch basin, drainage pipe, and guardrail are proposed to be installed. The proposed project is located at the eastern end of Meadow Lane along Ketchams Creek, in the Village of Amityville in Suffolk County, between SCTM#'s 101-14-3-13 and 101-12-6-87.
