Negative Declaration

Clinton County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed Commercial Vehicle Inspection and Highway Safety Patrol Facility at Champlain Border Crossing will not have a significant adverse environmental impact. The action involves the construction of a Commercial Vehicle Inspection and Highway Safety Patrol Facility adjacent to Interstate Route 87 southbound, and approximately 2,500 feet south of the existing Champlain International Border Crossing (the fifth busiest northern border crossing in the US with approximately 400,000 commercial vehicles crossing annually) in order to accommodate commercial vehicle inspection and highway safety patrol activities. The NYS DOT and the New York State Police (NYSP) must perform these activities as part of the Federal Motor Carrier Safety Administration and the New York State Motor Carrier Safety Assistance Program. This project will also accommodate the operational and business requirements of the State's commercial vehicle security and safety inspection program.

Construction of the facility required the acquisition of four parcels totaling 4.83 acres and the placement of approximately 565,000 cubic feet of fill. The scope of this project includes the construction of a 5,950 square foot office building; an attached and enclosed 4,560 square foot two-truck inspection garage; and approximately 149,000 square foot paved area to accommodate commercial vehicle inspections, operations, and employee parking and vehicle out-of-service areas. The scope also includes the construction of an entrance ramp, with Intelligent Transportation Systems (ITS) commercial vehicle screening equipment, extending from the existing Interstate Route 87 southbound entrance ramp that is currently utilized by commercial vehicles exiting the United States Customs and Border Protection (US CBP) facility.

The project is located on West Service Road in the Town of Champlain, New York.
